Legal Question in Family Law in Pennsylvania

my daughter is 17 and pregnant .The father is 16 they are both still in school .Why did the domestic realations office tell me the case will be dismissed till he is 18.

Because while father has a duty of support until he is 18 he has no legal ability to pay it.
