Legal Question in Family Law in Pennsylvania

Can i file a contempt petition against my kids father even though neither of us have any legal custody but his wife has been doing everything to keep me away from them. She refuses to allow me to communicate with him or our children. Its been months now and getting desperate.

I take it to mean you don't have a custody order. Under the law it's the custodial parent's duty to foster a relationship with the noncustodial parent. You can file for custody and should do so. His girlfriend has no say in the matter.
