Grandparent visitation rights?

3 years ago my sister died. In her will she left custody to my parents. After her death, the absentee father appeared, and won custody. Now, he uses my parents as ''punishment''. When my nephew misbehaves, he isn't allowed to speak to or see my parents. Do they have any rights to their grandson? He spent the first 7 years with them. It's been a month since they've been allowed contact and the father says it will be another month.

I would think that any order which transfered custody to the father would have taken into consideration that your parents provided a home to their grandson for 7 years and in recognition of that order that they have some sort of visitation. If that is the case and there is a court order already stating that they are entitled to visitation, file a petition for contempt against the father. If no such order exists, your parents should file a petition to modify custody and seek visitation.
