if non custodial does not advised of new address do I have to release child and when do they have to disclose before they move or when they actually move

I think what your asking is if the non-custodial parent moves and doesn't till me where they move do I have to let him have the kid when it his time for partial custody?

The answer depends on facts you haven't provided. For example is there a PFA in place? Is legal custody shared?

In any case this falls under what I call the peace of mi.d doctrine. That is if the 11 o' clock new came on and reported a fire. You'd like to know if that's where your kids were.

To my mind why the big secret? Like it or not until the kids turn 18 you both better learn a way to raise your kids. You think you hide this from them? Well you are wrong. You're asking if you can withhold the kids because he may ot may not not have done something you might not like.

For the sake of your child you need to not use them to get back at the other parent no matter what they did kids are the future not the past.

Not telling is probably a violation of your order. Not allowing the partial custody as a VIOLATION. On top of that y9ou'll both be in the wrong.
