In Pennsylvannia if a child is adopted by a step father is the bilogical father still liable to pay child support??

Also can a child be adopted without the biological fathers consent?

Before a child can be adopted the parent rights of at least on of the parents must be terminated (actually both parents rights are terminated, but when step-dad adopts so does his wife). With that termination of rights also terminates the duty of support.

Yes the termination of parental rights may be voluntary on involuntary.
