in the state of pennsylvania, must a mom be married to be granted full custody of her child if the father is willing to sign off on this. the name of the father is not on the birth certificate, however a dna test was performed to establish paternity.

No. A complaint for custody should be filed with the court, and then a stipulation can be signed by the father granting primary physical and legal custody to the child. However, a father cannot voluntarily give up his parental rights and obligations, such as child suppport.
