failure to prosecute

whether the legal criteria for dismissal of the lawsuit for failure to prosecute is uniformly applied in the 3rd Circuit and in each of the other circuits in the federal court system?

Probably, more or less, given the imperfect capability of human beings to do anything with great uniformity

as required by theory but rarely manifested in actual practice to the degree that some might believe is actually called for in the theory.
