Legal Question in Landlord & Tenant Law in Pennsylvania

Rental Repainting

I have rented a 3 bedroom townhouse for just over two years and will be moving out of the area. I am curious if the Commonwealth of Pennsylvania or the the federal government have any requirements on how frequently apartments must be repainted. I have had four previous roommates in this apartment and was told that only normal wear and tear is acceptable but I am not sure what would be considered normal wear and tear with that amount of moving in two years. There are no large holes in the walls but it may very well need repainted, should I expect the cost to come out of my security deposit or is the landlord required to repaint before renting to another party?
