Legal Question in Personal Injury in Pennsylvania

struck by an automobile

In November of 2006, i was struck by a vehicle while I was walking at the Philadelphia park casino and racetrack. The impact resulted in a broken coccyx bone. The accident occured in the stable area of the track ( I worked with the horses ). The individual who hit me was in someone elses vehicle and he claimed he had no insurance and would not release who the vehicle belonged to. He had no license due to past accidents he had had on the track. He admitted to the police that he hit me, but tried to lie about the vehicle that he hit me with. the police did no investigation because they said it was the track securities job to investigate. the track has not given me any info nor conducted any investigation. I had hired an attourney, but after a year ( in which i only heard from him three times ) he said there was nothing he could do and I have no case. he then sent a letter stating he is no longer my lawyer. I am now stuck with 30,000 in emergency room and physical therapy bills. The injury cost me a career with the Philadelphia police dept. I was one week away from hire after completing all of the requirements to be a police officer. Am I to assume this individual is not responsable for his actions and obligations ?
