Illegal Rentals?

I have a neighbor who has converted his one family home into apartments without contractors or permits/inspections. My home is less than ten feet from his and I am concerned about possible fire hazards, electrical issues, etc. Who do I report this to? Can I do so anonymously? (Neighbor has verbally threatened us in past)

The issue is one of zoning. If the area isn't zoned for apartments then it's a matter for the zoning enforcement officer for your town.

Even if the zoning is OK he might have problems with the tax assessor. One function of building permits is to let the town know if the value of the property is being changed.

As to the threats if he makes another threat to you in front of another you might have a criminal complaint against him. The charge would be terroristic threats. Its a misdemeanor in Pennsylvania.
