Legal Question in Real Estate Law in Pennsylvania

Long story short, our neighbors intentionally removed their side of a garage retaining wall in an attempt to replace it last year. Their inability to complete repairs has left our side susceptible to collapse. They did not obtain a permit for construction. We�ve had two separate foundation firms visit the site to verify that the entire garage, their side and ours, could collapse without repair. The lower of the two estimates was $13,500, which is allot of money to us. Since the neighbors listed their property for sale, and now physically relocated, its become obvious that they will not address repairs. Question, what options do we have from a legal standpoint? Can a lien be placed against their property? If a property lien is not possible are there any remaining options do we have? Our goal is simply to somehow force them to fix it so we don�t lose our garage and its property value. Guidance appreciated.

How in god's name due they expect to sell the house with this problem?

Before you get a lien you have to sue them. You have to show why they should have to pay.
