Private or Public

If residents have parked in an alley for decades, and the alley is called out as private in at least some of the adjacent property deeds, is the alley private? The city claims it is public and recently the police have been ticketing the owners for parking in front of their properties even though this does not block anything and hasn't for decades since it is a no through traffic alley and it is not a one way. Residents have parked here for at least 20 years. Also, Who does one take to court? The city, or the police? The police are only following orders and the word of the city that the alley is public.

Check the property deeds and have a title search done to ID any recorded instruments affecting the 2 properties! If it is shown as belonging to one or both properties, then it is private, unless the city has a recorded interest or easement.
