me and my step father names are on the deed of land he wants me to sign over my rights to the land to him what are my rights

Assuming no facts other than that your and his names are on the deed, you have the same rights as any co-owner. You do not have to do anything. If he is set on obtaining sole title or control, he might sue you in an action to partition. That would probably result in a court order to sell the property, and would run up costs so that both of you would get much less than the value of the property (or even nothing), again, assuming that it has value.
