Legal Question in Sexual Harassment in Pennsylvania

child pornography

A man i work with had a picture of a naked young girl on his cell phone, apparently downloaded from the internet. He is always saying he likes young girls. Is this a crime, and if so what are the proper steps in reporting this?

You asked about a person that has or has displayed prurient images.

Regarding sexual harassment. There is nor bright line between what is and what is not sexual harassment. If you are concerned that your coworker is subjecting you or others to sexual images, speech or conduct then that should be brought to the attention of your supervisors immediately. If the conduct continues with action by the employer then you should contact an attorney for assistance.

As to images of "young girls." It depends on the age of the persons in question. If by young he means over 18 and the images are of women/girls aged 18 or more, then there probably is no illegality. If on the other hand the images are of girls under 18 either obviously or questionably then it is your duty to inform the authorities. If you have a sophisticated police department in your area they will have a detective assigned that understands these issues. Or you can contact the FBI innocent images www.fbi .gov/publications/innocent.htm. THe creation and display of images prurient images depicting children (anyone under 18) is a crime and must be reported. the simple possession of such images is punishable.
