Legal Question in Traffic Law in Pennsylvania

Traffice Accident

My son and his friend have identical 1987 monte carlos. One night they exchanged cars and drove around in a parking lot. My son hit a sign with minimal damage. His friends parents refused to call the police or involve the insurance companys, they said they would handle it. My son complied. We now receive a notice from small claims court and an estimate for new parts for $2000.00. Is my son liable for all or half the damage? Also, his friend was in a serious accident six months ago and is out of rehab four weeks from serious head injury. I assume he is on Dilantin. How soon after would he receive clearance from his physian to drive. I assume this is why his parents did not want to involve the insurance company. Would this information help my son? I don't mind him paying half the bill but not the whole $2000.00. Thank you

If your son had insurance he needs to report the claim. He can say that he was told there was not going to be a claim and thats why he didn't report it after the accident.
