my father passed away last month with a will, that hasn't been entered into probate yet, my step mother passed away last week with out a will what happens now

Condolences on your double loss.

Both estates have to be administered, in sequence. Your father's Will may state what happens if his wife passes away within a short period after him that changes what part of his estate will go to her, if any.

You should consult an estates lawyer in the county where your father resided at the time of his death.
