In the state of Pennsylvania, are lifetime tenants legally required to pay property taxes and homeowners' insurance or does the remainderman owner have to pay?

The holder of the life estate pays for the taxes, maintenance, insurance and upkeep of the property. It is their responsibility as they own the life estate.
