It all depends on whether the person who wrote the will is still living or has died. If still living, and you are a close relative, you could ask for a copy, but there is no reason anyone has to provide you with a copy of their will.

If the person has died, you could check in the County Register (PA) or Surrogate (NJ) office to see if a will was filed. You must know the county in which the person was residing at the time of death, that is the county where the will would be filed. If a will was filed, you may obtain a copy. There is usually a small fee for copying.
