Legal Question in Criminal Law in Philippines

Good day. Sir I'm a public school teacher. Before I became a permanent teacher, I was first working under the Provincial Local School Board Teacher. In 2009, while I'm a PLSB, the school hired me as a substitute teacher for two months. I got 34k for the substitute, but I also got the 6k salary from PLSB. Now, a person threatens to file a case against me. He said he holds all the evidence he needs. However I went to the Governor's office and they told me that the salary from PLSB will be considered a gift to me. And in the first place, that person has no right to file a case against me, it should be the provincial government who should file the case, but they assure they wont do that. They even assure that they will give me a lawyer. I also have co-teachers who have the same case.

Will we all be filed of the same case? or it depends on the person only who to file case? What if its only me and the others are not filed case? Is my offense considered double compensation? Is it a criminal law? Will I lose my job? Can I resign and find another jobnor can i go abroad while the case is in progress? Can I just return the money? What are the penalties for this offense? What could happen to me? What is the best thing to do at this point? Can I just get a lawyer to defend me and to represent me, while I work abroad? Is it true that not anyone can file a case against me?

Better right the Provincial Legal Officer and ask for a legal opinion regarding your case.
