how to turn a promissory note to a criminal case? the promissory not is without guarantee.

If the one who issued the promissory note did not comply with his promise as per the PN he/she issued then such act can be very annoying or vexing you. In that case you can file a criminal case for unjust vexation. Good luck to you.
