Legal Question in Real Estate Law in Philippines

No landtitle/ No deed of Sale

My mom & dad with other relatives bought a lot from this Mrs.x.

My cousin, 3 aunts, 1 uncle & us.

6 (100 sqm each).Paid every month until fully paid.They also have this ''receipt'' with Mrs x signature affix. When ask when will we receive landtitle/deed of sale they keep on saying that they are still working on it. w/ first come first serve policy.it's been 3 yrs from now & no titles yet.They are always out of the country & seldom did we able to talk with them. How can we go about this problem?

When face w financial crisis just this year my mom & dad was forced to sold lot to Mr x , since no title yet, to our surprise we are only allowed to borrow this amount of money w/ 10% interest rate/mo.

The thought that were borrowing our own money with interest without any title yet makes me feel that were cheated. What can we do?

You should file a criminal case for Estafa and an administrative case with the HLURB for delivery of title.
