entitled Is the charging monthly homeowners association due to people not we live and have not built the house? and members not yet signed to me?

Please clarify the question. Or you may inquire before the Housing and Land Use Regulatory Board as to who are liable for the association dues and the amount to be collected. Obviously, if one is a homeowner then that person should pay the monthly dues.
