An epileptic student drowned in a university swimming pool overseen by lifeguards.this activity was part of the 'Upward Bound'' program overseen by the Federal TRIO Program.Can th Federal government program be liable for suit?

Federally funded programs directed by federal agencies will attach liability to the agency directing the program. If so, you must exhaust an administrative claim with the agency before the applicable statute of limitations. You should act promptly! Good Luck.
