DUI while out of state of residence

I was arrested in MA for suspected DUI two weeks ago. I live in Rhode Island and currently have not been ordered to turn my license over. I was given and scored a .103 on the PBT but refused the chemical test unknowingly. I did not understand nor was the ''chemical test'' explained. I am certain I was in no way over the legal limit and am confused as to which state has juridiction to suspend license and when?

Massachusetts only has jurisdiction to revoke your privilege to drive in Massachusetts. Your question did not make it clear whether you privilege to drive is revoked in Massachusetts.

MA may send your case to Rhode Island to have your license supended in Rhode Island. You are able to drive in RI until RI takes some sort of action to suspend you Rhode Island License. It is possible that Mass will not send the case to Rhode Island for license suspension. You can drive anywhere but Massachusetts(assuming they have revoked your privilege to drive) until Rhode Island supends your license.
