Would 15 Year Old Refusal to Submit Still Be on Record

The reason I am asking this questions is I am applying to a job that does a back ground check. If my refusal to submit were 15 years old should I even mention this in the questionairre for the job application. Would it still need to be expunged at this point? In the last 3 years I have 2 speeding tickets and no other infractions.

If the charge was in fact a "refusal" and not a "driving under the influence" then you do not have to disclose this unless the application specifically asks about motor vehicle offenses, i.e. the job requires driving. A refusal in the State of RI is NOT a criminal charge it is merely a civil infraction, like speeding or other moving violations.
