They also tells me if the board of director likes the general concept drawings then i will go ahead with full working drawings and plans, if not they will have the power to terminate the contract. After i prepares the buiding plans and submits it then they tells me the company has not yet has its application for a planning permit approved by the local council. so, help me what right which may have come into existence or which may come into existence at future date for me.

Re: they cheat me
The agreement appears to have been conditional on later approval. You do not say whether the company liked the drawings. If they did not (and they could say so now), the contract is over. In any event, it sounds like the contract is frustrated. Therefore you have no rights.
