Are the able to reinstate a case once it been dropped or dismissed?

Usually they can reinstate it, but it depends. If its just an ordinary dismissal with no special language, then yes, they can bring the charges back. However, if it says, "With Prejudice", then they cannot reinstate the charges. It would have to be verified or researched, but its possible that the "with prejudice" might have to be in the form of a court order.
