Legal Question in Criminal Law in South Carolina

If you the cops were called on you for shopping lifting in the city, the city police would come and you would go to the city jail. If it occurred in the county, the county would come and you would go to the county jail facililty. Wouldn't the same hold true for checks? I had a few returned checks that were turned over to a third party and sent for prosecution. On the warrants, it states that the violation occured in the county but they were written in the city? Shouldn't the warrants have been signed in the city, as were warrants for some other checks written in the city limits?

The county has jurisdiction every where in the county, including within the cities.
