child abandonment/custody

If child abandonment has been established against my son's biological father, can i have his parental rights taken away and have my son's name changed?

You can attempt to have the father's parental rights terminated if he has willfully failed to visit and/or provide support for a period of six months or more. You can petition to change the child's name at any time, but it's not certain that the Court will grant the request.
