Legal Question in Family Law in South Carolina

What are the financial obligations of a non custodial parent in South Carolina according to the law? My ex seems to think his obligation ends at child support and gives me absolutely no help with medical expenses, school expenses, clothing expenses, etc. He even withholds child support to pay his bills because he doesn't manage his money wisely, therefore putting me in financial dire straits.
