Legal Question in Civil Rights Law in South Dakota

I feel my rights have been violated

3 years ago my wife had a drinking problem we had been working on.I had gotten her to give me control of the money and things were going well.we were putting money in the bank and she was drinking less than half.Then social services took us to court and gave us stipulations such as sheetrocking my home no physical dicipline. I am barely getting kids under control.They made us turn our money over to a represenitive payee.Its my belief that the money was poorly mismanaged as it was sent to Lisa,instead of paying bills the money was used for her to drink herself to death.when social services was out of the case we had no money in thebank ,many unpaid bills,lost most of our possesions in storage and the family was split . Life still not back to normal.I have six kids angry at the world for what was taken from them.I'd like to know if I have a case and if you can refer me to a attorney who'd take the case without me having money as what we have goes to care for thekids.Can't find a lawyer in my area as they are on retainer by the state.
