Three year old debt

Can a collection agency make an attempt to collect on a debt that is over three years old? I received a letter today, it said that I owed $127.50 to my car insurance company. I called my car insurance company and they said that if I owed that amount I would not have been able to sign up for a new car insurance policy, I did have them before in 2002. They said that my older account had been archived. I called the collection agency and they said that various attempts had been made to collect the debt, yet this was the first letter I received. Also They said that phone call attempts were made yet no messages were left. I have not spoken to any about this debt prior to today, and I have not received any letters before today either. The debt is a three year old debt, can they still make attempts to collect on it?
