Legal Question in Criminal Law in Tennessee

class a misdameanor

My daughter has been charged with animal abuse because her puppy was in the backyard and neighbors called police and told them she was on vacation(not true as evidenced by letter from her employer). No one (ie police) has ever asked her 1 question about what happened. Is that normal? She was to be arraigned 8-16 but because prosecutor hasn't had time to review her case, it's been put off twice. How long can they do that? Don't they realize this is agonizing for her (and us?) or do they just not care!
