Legal Question in Criminal Law in Tennessee

my stepfather is in nursing home with brain tumor and is no longer able to make sound decisions on his own, he has 500 dollars that they put into a safety deposit box for him at the home, my mother, his wife, has tried to go over there and take they money and put it into their bank account and they said they would give it to her but my stepfathers former daughter by marriage came over there and put the money in her name even though she is no longer kin to him is that legal for her to do without my mothers consent?

Be sure and clarify if "daughter by marriage" means "adopted stepdaughter" or "unadopted stepdaughter."
