A petition is filed in court, parents are notified and given the chance to oppose it, a hearing is held and the petitioner persuades the court to allow it the emancipation is granted. Generally you will want an attorney to do this, though if you know how to prepare the petition and get it heard, there is no requirement for an attorney.
