Legal Question in Civil Litigation in Tennessee

Person owes on work completed

I completed CAD work for a man, and because of his own personal financial problems, has not paid me for the work I did. Invoices were sent to him in August, 2006, and every month since. Total is almost 5600.00. He lives in Georgia, but the work was done from my home office in Tennessee for a subdivision project in Tennessee. He says he does not have them money, and that if I need to pursue with legal action, so be it. Is this a small claims issue? Can I take him to court? What are my options?

This is probably a matter for a Tennessee general sessions court lawsuit. You may have issues with service of process since he lives out of state.
