theft of services

services were rendered,payment was received and then a week later a stop payment was issued. He received money on the work I performed and yet my payment was stopped.

What you describe is probably illegal as there are few legitimate reasons to stop payment for services that have already been rendered. In this case, you may want to consult with an attorney to discuss your options which include filing a lawsuit or possibly taking the case to the district attorney.
