Rent Deposits

I paid a deposit on an apt. but signed no lease, received no keys, paid no rent, two days ago. I decided not to move. Can the landlord keep my deposit?

It depends on what kind of deposit it was. Was it an application fee or the like or was it rather a security deposit for damages to the apartment for when you move in. If it was a security deposit, I would ask for it back. The trouble I see is that it is an oral agreement so it would be your word against the landlord.
