Legal Question in Wills and Trusts in Tennessee

My husbands uncle filled out a Living Trust, it was signed, witnessed, notorized and placed on file with the registers of deeds office. Before anything else could be done, his uncle passed away. Is the living trust legal and able to be used to completed his wishes.
