Time cuts require the agreement of two of the three following officials: THE DA, THE sheriff of the county, and / or THE judge of his court. It is very, very rarely used except when a person is quite ill and about to die and costly the state tons of money (and can be released to the VA or some similar facility) or when the person has cooperated in providing information against individuals in prison committing offenses.

You can talk to parole lawyers about the possibility of help but I doubt there is much that can be done. Mary Samaan in Houston is excellent and Bill Habern in Huntsville is the original parole lawyer with tons of knowledge.
