You will need a certificate of occupancy for the place you rent and that is issued by the City where the rental place is located. You will also need a Texas Sales Tax Permit and you can get that from the local Texas Tax office. If you are going to use some type of business name you will need to register it with the county clerk as an assumed name. If you want to limit your personal liability for the business debts and liabilities you will need to set up a LLC or some type of corporate structure. You should also contact an insurance agent for insurance on the business. You should also locate an accountant to advise you on accounting systems and tax reports that will have to be filed. For example, if you have any employees you will need to comply with federal tax deductions and payment of unemployment taxes. If this is to be a resale shop I think there are rules requiring all clothes be laundered or cleaned before offering them for sale.

Hope this helps. Darrel
