denial of medical care by police

My roommate was arrested for prob. viol. and multiple traffic warrants.At the scene he denied med. care because he was told by the arresting officer that he would have another opportunity to get med. when he arrived at the station.At the station he asked to be taken to the hospital saying he had broken ribs and punctured a lung and he was positive his shoulder was dislocated.He was told ''no'' that he had refused med. attention and could not get any now.He called me and explained he couldn't get to see a doc. I called the station and told them I could tell from his voice he couldn't breathe well.I was told when he went thru booking he would see a doc as is standard procedure.I was also told he would not be refused medical and booking would be less than 2 hours from time he was brought in. My roommate laid on the concrete floor for approx. 10 hrs before they finally believed him and called an abulance. He had a collapsed lung and 6 broken ribs. After 3 days under police guard someone came down from the county he was on probation from and told him ''all probation violations are dismissed and reduced to time served. His case was closed''. Traffic warrants were suddenly dismissed also. I think he has a case, do you; and if so, what kind?
