Legal Question in Civil Rights Law in Texas

Please, I need help on a harassing neighbor.. I sent a question and never got a response. I need to talk to an attorney about getting a letter sent to a harassing neigbor who keeps calling the police and code enforcement on us almost everyday for bogus charges. The police and code enforcement come out and never find us guilty or anything wrong, but it is so frustrating that we have to deal with this all the time.. What can I do??
