Forced to use VOIP phone service - any recourse?

We bought a new home in a new section of an existing neighborhood. There are about 40 homes in this section.

None of the builders or community association made the homeowners aware that the only option for phone service in this new section is VOIP (Voice Over Internet Phone) phone service. No one knew about this until they moved into their homes. There are compatibility issues with things like TiVo as well as the fact that if the cable or power goes out, so does your phone service. This could be a real problem in an emergency as the cell service in this area is terrible as well.

There are no traditional phone lines in our section so we have no option to change. Further, we get no discount for using VOIP as many people do with other cable/phone providers.

Do we have any recourse to force them to put in traditional lines or make any monetary compensation for failure to disclose this important detail before purchasing our homes? If so, how should we proceed?

You really don't have recourse, since the builder is not responsible for the phone lines. Contact your local phone company and see what's required to bring phone service to your area.
