Full and Final Payment

If I owe an a collection bill! And have tried to settle

it, but they refuse to except my settling amount. And I

send a personal or money order check for the amount I offer

to collection dept. and where it states memo (left hand bottom of the check) to put full and final payment. And the check is cash. Does that mean the they have excepted the settling amount and can not charge me for the remaining balance?

That's a "maybe". If the notice is clear and there's proof of a dispute over the amount, it may fly. But it's not a sure thing.
