How can my friend be charged with manufacturing and delivering if they never found anything on his person

Because they have other evidence that he manufactured or delivered drugs. (Generally it is delivery; the phrase "manufacture / delivery" is used in the same statute.) Your friend need not be in position at the time he is arrested.
