Harassment (sexual harassment)?

My husband and I have recently separated. I moved out. I am 45. A neighbor from my prior home has decided that I moved out in order to be with him. Not the case. He calls my cell phone and home phones repeatedly each day. He also calls my daughter's home phone. Neither of us answers the phone. He began by suggesting that we have sex. That he could show me what a real man was like. He talks about how sweet our kisses would be. He has even said things that make me believe that he thinks we have already had a sexual relationship. I have told him I do not wish to talk to him, that I have no interest in him. So far, he has not followed me anywhere. This man is 71. Prior to this I would never have said that he has a mental problem, but now I wonder. Is it still harassment if he has developed dementia? I do not want this situation to progress into something dangerous. I do not want this situation to interfer with an attempt that my husband and I are making to reconcilliate. He occasionally leaves messages on my phones and the messages are beginning to sound angry.
