Can a judge order a person to join the military or issue it to them as a choice in lieu of another form of punishment?

No. That is a deal that needs to be worked out with the prosecutor.

There is no legal basis for the judge doing so. A judge cannot order a person to join the military. A judge may, however, consider leniency on punishment for a commitment to the military.
