What can I do to regain my driver's license after all courts and fees have been paid? DWI was in Texas...can I receive a DL from another state?

If all fees are paid, and there is no suspension, there is nothing preventing you from getting your license. If there is a suspension, you should consult with a lawyer about getting an occupational license.
Most other states will honor driving suspensions so you may have difficulty getting a license out of state. This can be difficult to predict, however.
