adoption of foreign stepdaughter

i am an american living in romania and married to a romanian. Upon our return to the u.s. i plan on adopting my 5 yr. old stepdaughter who has no legal father.what is the process, what documents must i have and what agencies foreign or u.s. will be involved?

You didn't mention what state you were returning to. Adoption is a matter of state law, so each state is different. You also didn't mention why you were not adopting the child in Romanian. However, if you wish to adopt the child in Texas,

you will need evidence of the child's father's rights being terminated in Romania or somewhere. Once this is done and upon satisfying the residency requirement you should be able to adopt the child.

The other issue you will need to address are immigration visa's for the child, whick I will presume you are taking care of in Romania before coming to the US.
